COOPERATION WITH PARLIAMENTARY COMMITTEES

APRIL 2016, a PULSE Project expert participated in the working session of the committee dedicated to the preparation of the Draft Law of Ukraine On Housing and Municipal Utilities Services for consideration in the second reading.


In the course of the meeting,the participants from different cities, including Melitopol,  discussed the conceptual framework of the draft law in the part dealing with solid waste management, in particular, the entity authorized to set tariffs; service  providers criteria for its competitive selection; and mechanisms for determining tariffs for solid waste removal services.
In the course of the discussion, the participants came to an agreement with regard to the following main principles of the draft law: local governments will develop and approve the plan for sanitary cleaning of populated areas (the community territory will be divided into parts); local governments will conduct a competition to select the company to provide solid waste management services on the selected territory of the city (local governments will approve the minimum requirements for participants of the competition); and, self governing organisations, such as housing construction cooperatives or condominium associations may have their representatives in technical selection commissions established by local governments to choose the service provider.
Moreover, all participants supported the need to: introduce the individual approach to tariff setting to provide incentives for separated solid waste collections and for the subsequent solid waste processing and recycling; vest the Ministry of Environmental Protection, environmental inspection, and other inspection agencies (municipal police) with the authority to exercise effective control over the condition of landfills and to punish violators and solid waste collectors for unsanctioned landfills.
All these agreed upon provisions reflect the position of the AUC and proposals of PULSE Project experts.
